Oregon Health Insurance Laws and Regulations
Oregon health insurance law regulates the private health insurance market to protect residents and applicants of coverage.
Those who are HIPAA-eligible must be accepted into a plan. Oregon health insurance companies are also prohibited from imposing waiting or exclusion periods under this federal law.
Oregon residents who are not HIPAA-eligible and are turned down for a private plan may purchase coverage through the Oregon Medical Insurance Pool, which accepts all applicants regardless of health history.
Oregon health insurance law also requires that all state health insurance companies provide coverage for certain medical services, including:
- Mammograms
- Screening for prostate, cervical, and colorectal cancer
- Diabetes care
- Medical care for pregnant women

Oregon Health Insurance High Risk Pool
Residents in Oregon with medical conditions will be able to get health insurance from a high risk pool set up by the Patient Protection and Affordable Care Act.
The Pre-Existing Condition Insurance Plan (PCIP) in Oregon will run similar to regular Oregon health insurance plans. The plans will require enrollees to pay affordable premiums and out-of-pocket costs.
Enrollees in the Oregon PCIP will pay around the same amount that people without pre-existing conditions pay for health insurance. The estimated monthly premiums for Oregon residents will range from $221 to $714. There are two plans that have deductibles of $500 or $750 a year. The out-of-pocket limits are set at either $1,500 or $3,750 for medical services.
People in Oregon with medical conditions will have coverage for doctor and hospital visits, prescription drugs, emergency services and more.
Individuals may apply for the Oregon PCIP program if they are a United States citizen, have a pre-existing condition and have been without health insurance for six months.
