Rudy Giuliani served two terms as mayor of New York City from 1996 to 2001. Before becoming mayor, Giuliani served in the United States Attorney's Office for the Southern District of New York and then became a U.S. federal prosecutor. He was born on May 28, 1944 in Brooklyn, New York.
Mayor Giuliani's Health Care Plan
Rudy Giuliani's health care plan would provide tax incentives to bring more buyers into the private individual health insurance market. Insurance rates would be driven down through increased competition between companies.
Increasing Competition
Giuliani's plan would move the largely employer-based system to the individual market. He would provide $7,500 in tax exemptions for individuals and $15,000 for families. With these extra funds, people will be able to buy their own individual plans and save leftover money in tax-free Health Savings Accounts.
Giuliani acknowledges people need more affordable options. By increasing the number of consumers searching for plans in the private market, insurance companies would be forced to lower rates to stay competitive. He said that "20 million to 30 million of the 120 million who currently get their insurance through an employer would need to sign up for individual insurance plans for [the proposal to produce results]."
Empower Individual Choice
"To reform, we must empower all Americans by increasing health care choices and affordability, while bringing accountability to the system," said Giuliani. "We have the opportunity to bring fairness to the tax treatment of health care and open up the marketplace for less expensive health care options."
"Americans believe in free-market solutions to the challenges we face, and I believe we can reduce costs, expand access to, and improve the quality of health care by increasing competition," said Giuliani.
Giuliani's plan strongly focuses on preserving the free market, making health insurance more affordable, and giving Americans personal responsibility over their health.
Investing In Health Care Technology
The former mayor also will invest in health information technology to increase health care communication. Implementing modern technology can help reduce medical errors and cut health care administration costs.
"It's possible for us to have the most modern, technologically advanced medical system in the world and make sure all Americans have full access to and control over their health care decisions," said Giuliani.
